These funds can be used for CDFIs and revolving loan fund programs. $25 million available through HUD's new Rural Innovation Fund Funding is available for rural housing and economic development projects including microlending and IDAs! The Department of Housing and Urban Development announced that $25,750,000 will be available for grants made through the Rural Innovation Fund (RIF). The Rural Innovation Fund was included in President Obama's Fiscal Year 2010 budget request and was enacted by Congress with the 2010 Consolidated Appropriations Act. It replaces HUD's former Rural Housing and Economic Development Program. $25 million was appropriated for the RIF in FY 2010, and HUD added to that amount an additional $750,000 in unspent funds from the FY 2009 budget of the RHED Program. The Rural Innovation Fund will award grants on a competitive basis to state housing finance agencies, community development corporations, state community and/or economic development agencies, local rural non-profit organizations, federally recognized Indian tribes, and consortia of these eligible groups. Successful grant applications will propose new and innovative solutions to poor housing conditions and concentrated poverty in rural and tribal areas. HUD Secretary Shaun Donovan commented that the agency is particularly interested in proposals that incorporate an "entrepreneurial approach" to addressing these problems. RIF-eligible housing and economic development activities include: * Commissioning architectural and engineering plans * Construction of innovative new housing units * Demolition and/or rehabilitation of existing housing units to increase sustainability and/or energy efficiency * Land acquisition * Homeownership counseling * Revolving loan programs and microlending programs to establish or grow local businesses and create jobs * Direct financial assistance in the form of grants, loans and funding for Individual Development Accounts (IDAs) for affordable housing, entrepreneurship and economic development leading to job opportunities HUD has established three categories of funding within the Rural Innovation Fund: 1. Single Purpose Grants: These projects identify a single area of need within a given rural area and propose specific activities to address that need. The maximum individual award in this category will be $300,000 and a total of $7.5 million will be available. 2. Comprehensive Purpose Grants: These projects have deeply examined the social, economic and housing needs and resources of a given rural area and propose a multi-pronged approach to address these multifaceted needs in a comprehensive manner. The maximum individual award in this category will be $2 million and a total of $13.25 million will be available. 3. Economic Development and Entrepreneurship for Federally Recognized Indian Tribes: These projects enable Indian tribes to promote economic development and entrepreneurship. An eligible agency or organization may only apply once for funding through the Rural Innovation Fund. Indian tribes may apply for any one of the three funding categories and must specify which on their applications. HUD has announced that it will give preference to projects that will leverage funds from other sources to support their activities and will also award bonus points on the application rating scale to projects located in and serving Empowerment Zones (EZs), Enterprise Communities (EC-IIs) and federally designated Renewal Communities (RCs) including the Lower Mississippi Delta Region, Appalachia's Distressed Communities and Colonias located in Arizona, California, Mew Mexico and Texas. A submission deadline has not yet been established. HUD officials indicated on December 2 that the application materials would be published through Grants.gov by December 10. The RIF Notice of Funding Availability (NOFA) indicates that the deadline will be 60 days from the date that application materials are published, so the deadline is likely to be February 8, 2011. The NOFA also indicates that HUD will host a webinar for interested applicants. When these key dates are announced, CFED will send an update to this alert. First Nations expects to receive between 150 and 200 LOIs. From these submissions, approximately 45 will be invited to submit full proposals later. Some projects may have previously received funding through the Native Youth and Culture Fund (NYCF), and are seeking additional support to expand the original project, with a view toward sustainability. First Nations prefers projects that last no longer than one year in length, and with budgets between $5,000 and $20,000. Only in exceptional cases, will we consider projects that do not fit these guidelines. Eligible applicants include Tribal governments, Tribal programs or Native nonprofits in or near Indian Country.
