IRS Removes Debt Indicator for 2011 Tax Filing Season
WASHINGTON The Internal Revenue Service today announced that starting with next year's tax filing season it will no longer provide tax preparers and associated financial institutions with the "debt indicator," which is used to facilitate refund anticipation loans (RALs).
"As we prepare for tax season every year, we look at past practices and consider whether they still make sense. We no longer see a need for the debt indicator in a world where we can process a tax return and deliver a refund in 10 days," IRS Commissioner Doug Shulman said. "We encourage taxpayers to use e-file with direct deposit so they can get their refunds in just a few days."
So far this year, more than 95 million tax returns have been e-filed, representing more than 70 percent of tax returns.
"Refund Anticipation Loans are often targeted at lower-income taxpayers," Shulman said. "With e-file and direct deposit, these taxpayers now have other ways to quickly access their cash."
The IRS has been reviewing refund settlement products, such as RALs and Refund Anticipation Checks (RACs), as part of the Return Preparer Review released in January. Specifically, the IRS announced that it would study refund settlement products.
RALs are loans secured by a taxpayer's anticipated tax refund. Currently, tax preparers who electronically submit a client's tax return receive in the acknowledgment file an indication of whether an individual taxpayer will have any portion of the refund offset for delinquent tax or other debts, such as unpaid child support or delinquent federally funded student loans. This acknowledgment is known as the debt indicator, and is used as an underwriting tool for RALs.
The IRS announcement would remove the debt indicator starting with the upcoming 2011 tax filing season. The IRS noted that taxpayers will continue to have access to information about their tax refunds and any offsets through the "Where's My Refund?" service on IRS.gov.
RACs are temporary bank accounts established on behalf of a taxpayer into which a direct deposit refund can be received and out of which a bank typically issues a payment to the taxpayer.
With both RALs and RACs, tax preparation and product fees are subtracted directly from the refund, and the taxpayer does not make any "out-of-pocket" payments. They are frequently marketed to taxpayers who do not have cash to pay for professional tax preparation services.
In a related effort, the IRS plans to explore the possibility of providing a new tool for the 2012 tax filing season to give taxpayers a mechanism to use an appropriate portion of their tax refund to pay for the services of a professional tax return preparer. The IRS plans to engage with taxpayers, consumer advocates and the tax return preparer community to consider whether providing this option would be a cost-effective way for consumers to pay for tax return preparation services.

$25 million in new funding for Individual Development Accounts proposed
HR 6067 proposes to add funding for 2011 and 2012
On July 30, The IDA Protection Act (H.R. 6067) sponsored by Congresswoman Linda S?nchez (D-CA) was introduced.
The bill increases the funding available for Individual Development Accounts (IDAs) by $25 million for both the 2011 and 2012 fiscal years. Unlike current Assets for Independence program grants, these IDA funds will not have a local match requirement. These are additional funds for IDAs, not a replacement for the Assets for Independence program.
The increase is paid for by an elimination of the domestic production deduction for coal and other hard mineral fossil fuels.
The bill recognizes the need to include asset-building approaches to poverty alleviation efforts of nonprofits and local governments.

Financial Education Grant for Students
Nevada's Washoe County School District high school seniors are getting a
head start on managing money and making better financial decisions with
the help of a grant from Charles Schwab Bank. The district plans to use
the grant funding to hire a national expert in financial education to
help develop curriculum, train teachers, and implement financial
literacy education as a part of the school district's American
government course required for all 12th grade students.
FTC's 'Esteemed Lending Services' Scam Site
The Federal Trade commission (FTC) created this "teaser" Web site to
warn people searching for loan services about how easy it is to be
fooled online by scammers. The site demonstrates how consumers can spot
and avoid loan scams.
Reading Is an Investment
This program, created by the Vermont State Treasurer's Office,
highlights the importance of reading and teaching young children basic
personal financial concepts. The program is designed to increase school
book collections in personal finance, give teachers and librarians
related curricular resources, and encourage students to read books that
teach money concepts. The program debuts in fall 2010 in schools across
the state.
Ready to Retire?
The Prudential Foundation developed this financial literacy initiative
to help consumers decide whether to retire now or work longer to
increase financial security. The Prudential Foundation also funded a
60-minute television program titled "Ready to Retire?" and provides a
Web site that offers retirement tools.

ORGANIZATION BACKGROUND
Mazaska Owecaso Otipi Financial (Mazaska) is a Native community
development financial institution and is an equal opportunity lender and
employer. Mazaska's mission is to provide loans, guarantees and other
financial arrangements to individuals for the purpose of home ownership
for new housing and for the rehabilitation of substandard housing.
Mazaska serves members of the Oglala Sioux Tribe living on, or in
communities adjacent to, the Pine Ridge Indian Reservation.
POSITION SUMMARY
The Loan Officer is responsible for underwriting, originating, closing,
and monitoring a portfolio of loans in accordance with Mazaska's Loan
Policy. The Loan Officer's tasks are undertaken to meet loan production
goals, satisfy lending and portfolio management policies, and minimize
legal and financial risk to the organization. The position works closely
with the Loan Committee of the Board, and outside lenders to support the
organization's operations, growth, and mission.
DUTIES AND RESPONSIBILITIES:
1. Provides information to the organization's clients and the general
public regarding loan products, procedures and policies.
2. Respond to loan inquiries and process loan applications in a
timely, responsive, and respectful manner.
3. Conduct due diligence, including detailed financial analysis, on
loan requests and prepare credit memos and recommendations under
established loan policy guidelines.
4. Coordinate and conduct timely loan closings, to include
negotiating terms, preparing commitment letters, reviewing due diligence
items, ordering and reviewing loan documents and disbursements.
5. Implement collections, write-off, and recovery activities as
needed to minimize losses.
6. Maintain current borrower information in the organization's loan
software and the loan files.
7. Assist clients with personal financial management and credit
repair as needed.
8. Monitors and maintains loan and investment portfolios.
9. Recommends changes and additions to loan policies and maintains
procedures relating to loan application processing and revolving loan
fund management.
10. Prepares reports as requested by the Executive Director.
11. Attends Board of Directors and Loan Committee meetings when
requested.
12. Performs other tasks and duties as assigned by the Executive
Director.
MINIMUM QUALIFICATIONS AND REQUIREMENTS:
1. Associates Degree preferred and/or an equal amount of time of
demonstrated leadership and administrative capability in the non-profit
arena, specifically dealing with lending, personal finance and/or
housing.
2. Ability to establish and maintain effective working
relationships with tribal, federal, state, and local
agencies/organizations, community leaders, and the general public,
especially clients of the organization.
3. Strong written and verbal communication skills.
4. High ethical and professional standards. Attention to detail.
5. Proficiency in the use of computers and commonly used office
software programs, including Microsoft Excel and Word.
6. Must be willing to submit to a criminal background check upon
hire.

NATIVE AMERICAN CREDIT COUNSELING CERTIFICATION PROGRAM ANNOUNCEMENT
Hello,
We are about to being another cycle of the Native American Credit
Counseling Certification Program. The program is designed to build
certified counselors for credit education and counseling within Native
communities to increase community financial stability and homeownership.
This is the second round of the program which consists of training for
certification; training for counseling/education; and an on-going
support system.
The course consists of nine weeks of one hour classes; an online support
system through Black Board; one week of in-person review, testing, and
training; and peer support process.
The nationally recognized certification is through the AFCPE,
Association for Financial Counseling, Planning, and Education. Their
accreditation consists of a 36 month process. The first step is to
study and pass the certification exam. Next, the potential counselor
must complete 1,000 hours of counseling/financial education/financial
advising over a 3 year period. The final stage is to submit all
paperwork and three letters of reference.
The NACC program that RDI/CCCS of MT has developed with partners assists
professionals in reaching this goal from start to finish.

Shannon Crossbear, National Federation of Families for Children's Mental
Health; Mark LoMurray, Sources of Strength; and Gayle Jaffe, Suicide
Prevention Resource Center, will present on national and local
initiatives in the areas of prevention, intervention and healing. They
will share examples of effective and promising suicide prevention
practices in American Indian communities. Participants will have the
opportunity to ask questions of the presenters as well as hear from
other grantees during this online learning event.

About the Presenters:
Mark LoMurray is the founder and director of Sources of Strength, a
national Best Practices Registry Project, and is presently partnering
with the University of Rochester, NY in the National Peer Leadership
Study on suicide prevention - one of the nation's largest randomized
trials evaluating peer leader impact on student behaviors and social
norms in underserved communities.
Shannon CrossBear, Ojibwe/Irish, is an Training and Technical Assistance
Specialist for the National Federation of Families for Children's
Mental Health. She has consulted with the National Indian Child Welfare
Association, Georgetown University, The Garret Lee Smith Suicide
Prevention Programs, The National Child Traumatic Stress Networks and
the Aboriginal Healing Strategy. As a survivor of a child who completed
a suicide, her sensitivities to the needs of families are paramount in
her work.
Gayle Jaffe is a Senior Prevention Specialist with the Suicide
Prevention Resource Center (SPRC), which provides support, training, and
resources to organizations and individuals at the national, tribal,
state, territorial, and community levels.

First Nations Oweesta Corporation announces the upcoming Native
Enterprise & Entrepreneurship Development (NEED) training, scheduled for
October 13-15, 2010. The three-day training will be held at Northern
Quest Resort and Casino in Spokane, Washington.
The NEED Initiative is based on a new model of community economic
development. Tailored for Native CDFIs and their partners, the program
provides comprehensive training and technical assistance designed to
assist Native communities with developing effective enterprise and
entrepreneurship systems. The training addresses key areas of economic
development specific to Native communities, including community
environment, local entrepreneurship climate and policy, coaching, access
to capital, and entrepreneurship education. In addition to training,
new participants will have access to free technical assistance from
First Nations Oweesta to help them develop and implement the NEED model
in their communities.
Applications for participation are now available and will be accepted
through September 14, 2010. The cost of the training is $100.00 per
person, but the follow-up technical assistance is free of charge.
Communities that participate, as well as past NEED Initiative
participants, will be offered the opportunity to attend subsequent
online training sessions that will focus on specific topics of the NEED
model.
Due to limited space and high demand, organizations will not be accepted
into the program and continue to receive ongoing customized technical
assistance unless they are committed to attend the training.
Organizations will be expected to progress through the programmatic
milestones as applied to their particular organization and community.
