Resolutions are used by the NAIHC to identify the organization's official position in its advocacy for culturally-relevant and quality affordable housing. NAIHC monitors current legislation, participates in policy discussions with the U.S. Department of Housing and Urban Development and other federal agencies, and testifies before congressional committees. Dues-paying members can only be NAHASDA recipients or tribes/IHAs who have become TDHEs under NAHASDA and are therefore considered to be acting on behalf of the tribe for the purpose of voting and holding membership with NAIHC. Only voting members in good standing will be authorized to submit a resolution(s). A voting member in good standing is any NAIHC-approved member that has paid its annual dues for the membership year. In conjunction with the American Indian Community Development Corporation (AICDC), the NAIHC membership, board of directors and staff will be participating in a beautification project at the Anishinabe Wakiagun (The People's Home) facility in the Franklin Avenue area of Minneapolis. The Franklin Avenue area has traditionally been home to many American Indians in this urban community. The Anishinabe Wakiagun facility has 45 units and is home to late-stage alcoholics. This permanent housing encourages long-term residency to maximize stability in the individual's life and encourages a reduction in alcohol consumption. NAIHC hopes to brighten up the facility with landscaping, and demonstrate to the non-Indian community some of the successful work that is being done in their hometown. (From FCNL, 3/26/10) FCNL highlighted three major funding needs in a memo delivered this week to key appropriators in the House and Senate. The three concerns were school construction and maintenance, health care, and the Indian Child Welfare Act. In these three areas the needs of Indian Country have been historically underfunded. The president proposed increased funding for Indian health care, but given the need, even that proposal seems too small. We urged the appropriators to support funding at least at the president's proposed levels, and strongly encouraged them to find additional funding to meet the critical levels of need. Of the three areas, the need for additional funds for school construction and maintenance is the most pressing. In 2007 the Office of the Inspector General, Department of Interior, reported that failure to improve conditions in schools in Indian Country "will likely cause injury or death to children and school employees" (NIEA Testimony, Feb 2010). Despite this, funding has steadily decreased in this area. In order to make our voice heard, FCNL wrote a letter to members of the Appropriations Committee's Subcommittee on Interior, Environment, and Related Agencies in both houses, and attached our budget summary. WHAT YOU CAN DO: 1. Find out if your Congress members are on the Senate or House Appropriations Committee's Subcommittee on Interior, Environment, and Related Agencies. You can do this on our website: * Go to "Contact Congress" on the left hand side of our homepage (www.fcnl.org) * Enter your zip code. Click on your representative and senators, and look at their committees. * Does Appropriations show up? If so, click on "Subcommittees" and then "Interior, Environment and Related." 2. The Interior Subcommittee handles funding for a wide range of programs that are important to Indian Country. Endangered Language Fund Announces 2010 Request for Proposals The Endangered Language Fund provides grants for language maintenance and linguistic field work. The language involved must be in danger of disappearing within a generation or two. The work most likely to be funded is that which serves both the native community and the field of linguistics. Work which has immediate applicability to one group and more distant application to the other will also be considered. Publishing awards are a low priority, but will be considered. Grants in this round are expected to be less than $4,000 each, and to average about $2,000. Eligible expenses include consultant fees, tapes, films, travel, etc. Overhead is not allowed. Grants are normally for a one-year period. Researchers and language activists from any country are eligible to apply. Awards can be made to institutions, but no administrative costs are covered. "This open process will help shape the future of our housing finance system," said U.S. Housing and Urban Development (HUD) Secretary Shaun Donovan "The Obama administration is committed to engaging the public as we consider proposals for reforming the housing finance system in the context of our broader housing policy goals, and the best steps to get from where we are today to a stronger housing finance system." The Obama Administration will seek input in two ways. First, the public will have the opportunity to submit written responses to the questions published in the Federal Register online at www.regulations.gov. Second, the Administration intends to hold a series of public forums across the country on housing finance reform. Together these opportunities for input will give the public the chance to deepen the federal government's understanding of the issues and to shape the policy response going forward. This effort is both in keeping with this Administration's commitment to openness and transparency and the President's Open Government Initiative. This initiative represents a major change in the way federal agencies interact with the public by making agency operations and data more transparent and creating new ways for citizens to have an active voice in their government. How should federal housing finance objectives be prioritized in the context of the broader objectives of housing policy" * Commentary could address: policy for sustainable homeownership; rental policy; balancing rental and ownership; how to account for regional differences; and affordability goals. 2. The event was held in conjunction with National Financial Literacy Month. "Financial Literacy Day on Capitol Hill is a great opportunity for the OCC to provide our consumer information to congressional staff, federal agencies, banks, and the general public," said Comptroller of the Currency John C. Dugan. "Financial knowledge is the first step toward financial stability. Basic financial literacy helps consumers save, better protect and manage their money, and plan for long term goals." The OCC encourages national banks to collaborate with community organizations on financial literacy and education initiatives. These partnerships enable banks to extend the reach of their products and services to low- and moderate income customers and to underbanked markets. At the same time, it may allow banks to earn positive consideration under the Community Reinvestment Act. During the event, OCC staff provided a number of the agency's publications on financial literacy, including a report on school-based bank savings programs, which helps students learn about the importance of saving and other money management skills, and the OCC's Community Developments newsletter. The newsletter describes financial literacy programs across the country that are operated by banks and their community partners. The OCC also distributed two recent Consumer Advisories - "Consumer Alternatives for Receiving Income Tax Refunds," and "Reverse Mortgages: Are They Right for You?" as well as its most recent Financial Literacy Update. This bimonthly publication reports on upcoming financial literacy events, new programs, and related resource materials. Visitors to the event were able to see live demonstrations of the OCC's HelpWithMyBank.gov Web site, which provides information to national bank customers and access to the OCC Customer Assistance Specialists. The Web site provides answers to over 250 common questions on financial topics such as credit cards, bank accounts, mortgages, consumer loans, insurance, identity theft, and safe deposit boxes.
