Richard Helde regularly serves as counsel to the underwriter, counsel to the
placement agent and bond counsel in connection with a wide variety of
tax-exempt and taxable bond offerings, including Tribal bond and loan
transactions. These offerings primarily include 501(c)(3) bonds, housing
bonds, hospital and other health care revenue bonds, industrial revenue
bonds, lease revenue bonds and syndications of participation interests in
tax-exempt and taxable loan, note and lease transactions. He received his
B.A. from Carleton College and J.D. from the University of Minnesota Law
School.

Jeanette Bettles
Vice President
Bank of America Merrill Lynch

Jeanette Bettles has 11 years of finance and capital markets experience. She
has applied a wide range of financing tools while working with Tribes of
various credit profiles including the Dry Creek Rancheria Band of Pomo
Indians, the Pueblo of Pojoaque, the Confederated Tribes of the Coos, Lower
Umpqua and Siuslaw Indians, the Pueblo of Santa Ana, and the Picayune
Rancheria of Chukchansi Indians. Jeanette joined Merrill Lynch from Deutsche
Bank Securities in New York where she worked in Debt Capital Markets
covering Fortune 500 companies as a derivatives specialist. She has also
provided advisory services to real estate clients within the hospitality and
leisure practice at Ernst & Young LLP. Jeanette earned her B.S. at Cornell
University and M.B.A. from Columbia University.

Along with serving as elected President of NAFOA, Bill Lomax is Senior
Portfolio Manager for the San Manuel Band of Mission Indians. Bill has spent
much of his career on Wall Street assisting Tribes with financing and
investments. He is a graduate of the University of British Columbia Law
School and the Columbia University Graduate School of Business.
