Department of Energy Issues Energy Efficiency and Conservation Block Grant
Funding Allocations
The Office of Energy Efficiency and Renewable Energy in the Department of
Energy (DOE) published in the Federal Register the allocation formulas for
Recovery Act funds to local governments, states and Indian tribes under the
Energy Efficiency and Conservation Block Grant (EECBG) Program. The EECBG
Program provides grants to states, units of local government, Indian tribes,
and consortia of these entities to reduce energy use and fossil fuel

Treasury's CDFI Fund Announces Supplemental FY 2009 Funding Rounds of CDFI &
NACA Programs
The Treasury Department's Community Development Financial Institutions
(CDFI) Fund issued Notices of Funds Availability (NOFAs) for supplemental FY
2009 funding rounds of its CDFI Program and Native American CDFI Assistance
(NACA) Program, inviting applications for financial assistance awards.  The
American Recovery and Reinvestment Act of 2009 made an additional $55
million available in FY 2009 for the CDFI Program and $8 million for the

Interior Announces $500 Million in Indian Country Economic Recovery Projects

Secretary of the Interior Ken Salazar recently announced that the Department
will fund $500 million in new school and housing construction, road and
bridge improvements and workforce development projects for federally
recognized tribes across the nation. 

Under the American Recovery and Reinvestment Act of 2009, the Department's
Indian Affairs office will also offer federally guaranteed loans for
American Indian-owned businesses. These investments will significantly
improve the quality of life in tribal communities nationwide. Overall,
Interior will invest more than $3 billion through President Obama's economic
recovery plan.

NCAI will host a webinar on the United States Department of Agriculture
(USDA) provisions for which tribes are eligible. The USDA was appropriated
$28 billion (3.5 percent) of the package. 

The Act:
. Provides $19.7 billion to increase the monthly amount of nutrition
assistance to 31.8 million people including the Food Distribution Program
for Indian Reservations and a special supplemental program for Women,
Infants and Children;
. Enables expanded opportunities for broadband loans and grants to rural
communities;
. Expands funding opportunities to develop water and waste facilities;
. Provides funding opportunities to develop rural community facilities; and
. Includes technology and environmental provisions among others.
Tribes with interests in the above areas are encouraged to participate in
this informative teleconference with representatives of the USDA.

Did you know that the Recovery Act contains a provision that requires that
in order for a state, local or tribal governments to receive funding for
infrastructure investment, the governor, mayor or other chief executive, as
appropriate - the one who will make the funding decision - must personally
certify that the infrastructure investment has been fully vetted and is an
appropriate use of taxpayer dollars? 

This certification, which shall include a description of the investment, the
estimated total cost, and the amount of Recovery Act funds to be used, is to
be posted on the new website, www.Recovery.gov
