DOJ Announces Recovery Act Allocations for Indian Country
More than $248 Million Made Available to Tribes for Criminal Justice Needs
WASHINGTON -Associate Attorney General Thomas J. Perrelli announced today
that more than $248 million is available for Tribes to address criminal
justice needs in Indian Country. These funds are part of $4 billion in
American Recovery and Reinvestment Act (Recovery Act) funds managed by the
Justice Department to assist tribal, state, and local law enforcement and
for other criminal justice activities that help to prevent crime and improve
the criminal and juvenile justice systems in the United States. This
funding will support the creation of jobs and provide much needed resources
for states and local communities.
Of the $248 million in Recovery Act funding available for Tribes, $225
million is available for Correctional Facilities on Tribal Lands grants,
$20.8 million for Indian Tribal Government grants, and $2.8 million for
Tribal Domestic Violence and Sexual Assault Coalitions grants. In addition
to these funds, Tribes are also eligible to apply for several Department of
Justice Recovery Act competitive grant programs that are available to
states, local governments and other entities depending upon the eligibility
requirements in the solicitations. Application, registration and deadline

ACF Releases Tribal TANF Policy Announcement and Program Instruction
Tribal TANF programs are eligible to receive additional funding allocated
through the Administration on Children & Families (ACF). Federally
recognized tribes currently operating a TANF program are eligible to apply
for grants made available by the Recovery Act. ACF has released a Policy
Announcement and Program Instruction on accessing the Recovery funds. Tribes
operating TANF programs under Department of the Interior (DOI) administered
PL 102-477 may need to spend some extra time working on the ACF requirements
in order to qualify for grant application. DOI and ACF have distinctly
opposing reporting requirements. NCAI is working with both agencies to find
an amenable resolution to these ongoing issues.

Department of Education Statement on American Indian Vocational
Rehabilitation Services
The Vocational Rehabilitation (VR) ARRA funds were appropriated for states
to carry out the Vocational Rehabilitation Services program under part B of
title I of the Rehabilitation Act. The American Indian Vocational
Rehabilitation Services (AIVRS) program is authorized under Title I, Part C
of the Rehabilitation Act; therefore, the AIVRS program will not receive
funding under the ARRA. However, the VR regulations at 34 CFR 361.30 require
each State VR agency to provide VR services to American Indians with
disabilities living in the state to the same extent that it provides VR
services to other populations of individuals in the state. Furthermore, 34
CFR 361.24(c) requires each State VR agency to enter into formal cooperative
agreements with AIVRS grantees in the state that describe the strategies for
collaboration and coordination of VR services to American Indians with
disabilities. Given these requirements, the Department anticipates that the
expenditure of VR ARRA funds will be used to benefit American Indians with

Interim Rules Issued Regarding Contracting Requirements under the Stimulus;
Comments Requested
On March 31, five interim rules that amend the Federal Acquisition
Regulations and implement new requirements of the American Recovery and
Reinvestment Act related to federal contracting were published in the
Federal Register. These interim rules were agreed to by the Civilian Agency
Acquisition Council and the Defense Acquisition Regulations Council. They
relate to Buy American requirements for construction material, whistleblower
protections, publicizing contract actions, reporting requirements, and
GAO/IG access to contracts. All interim rules became effective on March 31,
2009. Comments are requested on these interim rules, which should be
submitted before June 1, 2009.

DENVER (AP) - The Colorado energy office is getting $9.6 million of the
$42.6 million in federal stimulus money headed to Colorado to help reduce
energy use and fossil fuel emissions, and to improve energy efficiency. The
money is from the U.S. Department of Energy's Energy Efficiency and
