Santo Domingo Tribe are pleased to offer a comprehensive financial
education instructor training for Native communities. This training is
being offered as part of the technical assistance services to the Santo
Domingo Tribe through the Native Financial Skills Initiative, which is a
three-day instructor training and certification program to help Native
organizations establish and sustain financial education programs in
their communities.

Dear Tribal Leader:
We invite you to participate in a conference call on Tuesday, April 7, 2009
3 - 4 p.m. Eastern Standard Time (EST) to discuss the funding that is
available to Tribes under the American Recovery and Reinvestment Act of 2009
("Recovery Act")and how Tribes can access these stimulus dollars.
This will be the second of two calls from the White House. Tribal leaders
from around the country, and representatives from a number of federal
agencies, will participate in the call. The federal representatives will
provide participating Tribes with a summary of which grants and funding are
available from their respective agencies or departments.
At the conclusion of the federal presentation, questions will be taken via
email. Please send your questions to IGA at who.eop.gov. On the first call
last week, we had very high participation and now we must change to an email
format to ensure maximum participation. Please email your questions prior
to the call, or during the call and we will take a few minutes at the end to
read some of the questions for agencies to respond. Below is the tentative

DOJ Announces Recovery Act Allocations for Indian Country
More than $248 Million Made Available to Tribes for Criminal Justice Needs
WASHINGTON -Associate Attorney General Thomas J. Perrelli announced today
that more than $248 million is available for Tribes to address criminal
justice needs in Indian Country. These funds are part of $4 billion in
American Recovery and Reinvestment Act (Recovery Act) funds managed by the
Justice Department to assist tribal, state, and local law enforcement and
for other criminal justice activities that help to prevent crime and improve
the criminal and juvenile justice systems in the United States. This
funding will support the creation of jobs and provide much needed resources
for states and local communities.
Of the $248 million in Recovery Act funding available for Tribes, $225
million is available for Correctional Facilities on Tribal Lands grants,
$20.8 million for Indian Tribal Government grants, and $2.8 million for
Tribal Domestic Violence and Sexual Assault Coalitions grants. In addition
to these funds, Tribes are also eligible to apply for several Department of
Justice Recovery Act competitive grant programs that are available to
states, local governments and other entities depending upon the eligibility

HHS Releases Formula Block Grantees
HHS has released a list of American Recovery and Reinvestment Act formula
block grantees including the recipient's name, the funding notification and
the funding description. For additional information, visit:

ACF Releases Tribal TANF Policy Announcement and Program Instruction
Tribal TANF programs are eligible to receive additional funding allocated
through the Administration on Children & Families (ACF). Federally
recognized tribes currently operating a TANF program are eligible to apply
for grants made available by the Recovery Act. ACF has released a Policy
Announcement and Program Instruction on accessing the Recovery funds. Tribes
operating TANF programs under Department of the Interior (DOI) administered
PL 102-477 may need to spend some extra time working on the ACF requirements
in order to qualify for grant application. DOI and ACF have distinctly
opposing reporting requirements. NCAI is working with both agencies to find
an amenable resolution to these ongoing issues.

Department of Education Releases Guidance on ARRA Funds
The U.S. Department of Education has posted on its Recovery web site

Department of Education Statement on American Indian Vocational
Rehabilitation Services
The Vocational Rehabilitation (VR) ARRA funds were appropriated for states
to carry out the Vocational Rehabilitation Services program under part B of
title I of the Rehabilitation Act. The American Indian Vocational
Rehabilitation Services (AIVRS) program is authorized under Title I, Part C
of the Rehabilitation Act; therefore, the AIVRS program will not receive
funding under the ARRA. However, the VR regulations at 34 CFR 361.30 require
each State VR agency to provide VR services to American Indians with
disabilities living in the state to the same extent that it provides VR
services to other populations of individuals in the state. Furthermore, 34
CFR 361.24(c) requires each State VR agency to enter into formal cooperative
agreements with AIVRS grantees in the state that describe the strategies for
collaboration and coordination of VR services to American Indians with
disabilities. Given these requirements, the Department anticipates that the
expenditure of VR ARRA funds will be used to benefit American Indians with

OTHER ANNOUNCEMENTS
Interim Rules Issued Regarding Contracting Requirements under the Stimulus;
Comments Requested
On March 31, five interim rules that amend the Federal Acquisition
Regulations and implement new requirements of the American Recovery and
Reinvestment Act related to federal contracting were published in the
Federal Register. These interim rules were agreed to by the Civilian Agency
Acquisition Council and the Defense Acquisition Regulations Council. They
relate to Buy American requirements for construction material, whistleblower
protections, publicizing contract actions, reporting requirements, and
GAO/IG access to contracts. All interim rules became effective on March 31,
2009. Comments are requested on these interim rules, which should be
submitted before June 1, 2009.

Communities and Indian Tribes all across Montana will soon get their pieces
of the $15.5 million federal stimulus money to create jobs and support
conservation projects. The funding is part of the recently passed Jobs Bill

City mulls ideas for spending its 'green' funding

Cathedral City is among the Coachella Valley cities and Indian tribes that
will receive more than $2.5 million from federal economic stimulus funds to
become more energy efficient. The money is part of $352 million awarded to
California governments and tribes to fund activities from retrofitting homes
and businesses and replacing traffic lights to improving building codes and

State, Local and Tribal Governments to Receive $168.8 Million in Stimulus

TALLAHASSEE - Governor Charlie Crist today announced the allocation of more
than $168 million in federal economic stimulus funds to state and local
governments through the Energy Efficiency and Conservation Block Grant
(EECBG) program. Under this program the federal government will provide
grants to local governments, states, territories and Indian tribes to fund
projects that reduce energy use, greenhouse gas emissions and improve energy

Tribes also getting stimulus money from DOE
DENVER (AP) - The Colorado energy office is getting $9.6 million of the
$42.6 million in federal stimulus money headed to Colorado to help reduce
energy use and fossil fuel emissions, and to improve energy efficiency. The
money is from the U.S. Department of Energy's Energy Efficiency and
Conservation Block Grant program. Twenty cities and 10 counties in Colorado
also are getting money from the program. The department said Thursday that
the Southern Ute Indian Tribe of the Southern Ute Reservation and the Ute
Mountain Tribe of the Ute Mountain Reservation in the Four Corners area also

The National American Indian Housing Council (NAIHC) is seeking highly
qualified individuals for full-time positions as Training and Technical
Assistance (T&TA) Specialists. At least three positions will be filled.
T&TA specialists will be responsible for providing technical assistance and
will serve as trainers for various courses that NAIHC offers to Indian
Housing professionals. To be considered for these positions, applicants must
have extensive experience in Indian housing program management and possess a
thorough working knowledge of the Native American Housing Assistance and
Self-Determination Act (NAHASDA) and precursor Indian housing programs,
including provisions of the 1937 Housing Act; have excellent communication,
presentation, and research skills; and be highly motivated self-starters.
Extensive travel is required.
T&TA position locations are negotiable.

As many of you already know, Oweesta?s mission is to provide opportunities for Native people to develop assets and create wealth by assisting in the establishment of strong, permanent institutions and programs, contributing to economic independence and strengthening sovereignty for all Native communities. This mission and this work has never been more important than it is now. In these uncertain economic times, there are many challenges, yet also many opportunities, and Native people must believe that they have the right and responsibility to create wealth for their families and, thereby, their communities. That is the very essence of our mission and it is one I strongly, strongly believe in, which leads me to my next very important point.
In the coming months, as some of you already know, I may be leaving Oweesta to work as the USDA Director of Rural Development for South Dakota. Senator Tim Johnson put his faith in me and recommended me to President Obama. As I wait for the Senate to confirm my official nomination, I will continue in my present role at Oweesta, one that I love. Leaving Oweesta may be the hardest decision I have ever made. I probably don?t need to tell anyone that Oweesta is a fantastic organization. We have a tremendous staff that will carry this work forward. My intention and hope is that even though I will leave Oweesta, this mission will be with me in my new position and for the rest of my life.

Native Communities Receive Much Needed Funds From Stimulus Bill
$8 Million Designated for Native Initiatives of the CDFI Fund
February 17, 2009 marked a day of celebration and hope for a brighter economic future for Native communities across the country as President Obama signed into law the American Recovery and Reinvestment Act of 2009. Of the $787 billion intended to provide a stimulus to the U.S. economy, close to $2.5 billion is dedicated to Indian tribes and Native communities and of that, $8 million is designated for the Native Initiatives of the Community Development Financial Institutions (CDFI) Fund of the U.S. Department of the Treasury. The CDFI Fund as a whole received $100 million in the Stimulus Bill, with $90 million for the main CDFI Program and $2 million for administrative expenses for the CDFI Fund.
According to a statement made by Donna Gambrell, Director of the CDFI Fund, ?The fact that the CDFI Fund is included in this significant legislation is an important recognition by Congress that the CDFI Fund plays a vital role in promoting economic revitalization in our Nation?s most distressed communities.? In the past the CDFI Fund?s annual budget was regularly cut at one point it was virtually eliminated.

On the Tip of the Mitt: Northern Shores Loan Fund
Insight to One Native CDFI?s Journey to Success
Northern Shores Loan Fund (NSLF) just closed its first two loans and there is cause for celebration. NSLF is the new Native CDFI spin-off of the Little Traverse Bay Bands of Odawa Indians (Odawa) also known as the Waganakising Odawak, in Northern Michigan. This is a huge milestone for the NSLF and the Odawa to reach, but it has not been easy getting here. Their journey up to this point has been one of incremental success, full of desire, perseverance, challenges overcome, and aspirations realized.
The economic conditions within the Odawa Reservation and adjacent service areas are much like that of other Native communities throughout the United States ? high unemployment rates, poverty rates over the state and national averages, and low levels of financial literacy. For most lenders in the financial industry this would be perceived as a risky area and not one with which they would like to develop a relationship, but surprisingly it is the perfect environment in which a Native CDFI could thrive and make a significant impact.

Mobilizing Rural Communities: the Northern Plains Initiative Conference
is the next step in a multiple year investment from the W.K. Kellogg
Foundation in building economic equality across the Northern Plains
region (Montana, North Dakota, South Dakota, and Wyoming). While our
region is vast and 'frontier' (392,689 square miles with 2,793,021
residents), the same ideals, dreams, hopes and values are shared over
coffee in hometown cafes and echoed during group discussions in large
conference rooms. We all want a region where people have the opportunity
to thrive in the community they choose where diversity is cherished, the
environment is respected, and where community pride leads to rooted
generations.
Building upon a series of community meetings and conversations across
the region beginning in 2006, the conference serves as a forum where
opportunities in rural communities are explored and strategies are
identified to achieve them.
The conference is for those engaged in efforts to create economic equity
and build thriving communities. Participants will expand their knowledge
of how to use a systems approach for developing capacity at the local
community level, and the efficacy of building regional partnerships for
greater economic equality.
About the Participants
Mobilizing Rural Communities: The Northern Plains Initiative Conference
is for people who represent all facets of rural life in the Northern
Plains - community and economic development organizations, activists,
coalitions, associations, community service providers, policy makers,
government agencies, and funders.
About the Conference
The shared vision of thriving rural communities in which our children
and grandchildren choose to live and are able to succeed doesn't stop at
borders, and our rural populations cannot accomplish this in isolation.
Mobilizing Rural Communities: the Northern Plains Initiative Conference
brings together community organizations that are critical to achieving
the vision. To facilitate and encourage generative dialogue and sharing
of best practices, the conference is set up around four tracks:
Policy The Legislative process substantially impacts life in rural
communities. Understanding legislative procedures, the effects of
policy, at the local, state and federal levels, and the power of civic
engagement and coalition building in effecting policy change in the
region
Programs Models that build on learning networks sharing best practices
have achieved success all of the country. Participants will share
examples and learn about tools that have significantly impacted
opportunities in rural communities
Communications Effective communication and learning to tell your story
develops grassroots coalitions and fosters successful relationships with
funders and stakeholders. Learn how to jump into the connected age and
utilize social marketing to build your organization and efforts.
Systems Thinking and Organizational Learning A framework that is based
on the belief that parts of a system are better understood by their
relationship to each other rather than in isolation. Learn about this
powerful approach to organizational sustainability and success and
explore ways to use shared vision and team learning to create the
community environment you envision.
How to Participate
The conference is an opportunity for people from diverse backgrounds to
unite for the common cause of advocating and implementing strategies
that will help build a strong and healthy region. We are currently
accepting applications from individuals and organizations interested in
sharing programs, activities and tools that will contribute to the body
of systems and resources for participants to take away and use in the
region.

Treasury's CDFI Fund Opens Supplemental FY 2009
Funding Rounds of CDFI & NACA Programs
Today, the Treasury Department's Community Development Financial
Institutions (CDFI) Fund issued Notices of Funds Availability (NOFAs)
for supplemental FY 2009 funding rounds of its CDFI Program and Native
American CDFI Assistance (NACA) Program, thereby inviting applications
for Financial Assistance (FA) awards. A total of $63 million in FA
awards will be made - $55 million under the FY 2009 supplemental funding
round of the CDFI Program and $8 million under the FY 2009 supplemental
funding Round of the NACA Program.
The supplemental funding rounds are made possible due to additional
appropriations received by the CDFI Fund through the American Recovery
and Reinvestment Act of 2009 (the Recovery Act). FA awards made through
the initial FY 2009 funding rounds of these two programs will be made
using Recovery Act resources; FA applications for those awards are
currently being reviewed. FA awards made through the supplemental FY
2009 funding rounds will be made using funds appropriated to the CDFI
Fund through the FY 2009 omnibus appropriations act.
The CDFI Fund anticipates that the NOFAs that govern the supplemental
rounds will be published in the Federal Register on or around Thursday,
April 23, 2009.
CDFIs that applied for and/or received Technical Assistance only awards
for FY 2009 will be permitted to apply for FA funding under the
supplemental funding rounds. Applicants that have already submitted
applications for FA awards in FY 2009 do not need to re-submit in the
supplemental round (unless the initial round application was rejected).
An applicant that receives a FA award in the initial round may not also
receive one in the supplemental funding round.
Application Deadlines
The application deadline for the supplemental funding round of the FY
2009 CDFI Program and the FY 2009 NACA Program is 5:00 p.m. Eastern Time
on Wednesday, May 27, 2009.

Development Credit Unions 35th Annual Conference on Serving the

Oweesta to Offer Financial Education Grants in South Dakota
April 17, 2009, Rapid City, SD// The First Nations Oweesta Corporation
(Oweesta) is pleased to announce a grant opportunity for Native
organizations serving Native communities and people in South Dakota.
With funding provided by the Federal Home Loan Bank of Des Moines,
Oweesta is launching the second year of the South Dakota Native
Financial Education Grant that will award three mini-grants in the
amount of $2,000 each to Native organizations delivering financial
education training and/or homebuyer education to Native people in the
state of South Dakota.
Elsie Meeks, president and CEO of Oweesta comments, "Financial education
and homebuyer education are essential elements in building strong Native
communities. We are pleased to offer the second round of the South
Dakota Native Financial Education Grant to support and expand these
efforts in the state of South Dakota. Oweesta thanks the Federal Home
Loan Bank of Des Moines for the opportunity and for providing the
funding for the grant."
Organizations that currently offer or are in the process of finalizing
the development of financial education and/or homebuyer education
programs are encouraged to apply. The South Dakota Native Financial
Education Grant will fund organizations to enhance their programs and
increase their ability to effectively deliver training and education in
their community. Deadline to apply is May 29, 2008. Please visit

The four recipients of the first round of the South Dakota Native
Financial Education Grant were the Teton Coalition in Rapid City, the
Lakota Funds in Kyle, Four Bands Community Fund in Eagle Butte, and the
Ponca Economic Development Corporation in Lincoln, Nebraska which serves
members of the Ponca Tribe in South Dakota. Grant recipients used the
awards in a variety of ways including upgrading their computer and
impact data tracking systems, offering additional financial education
workshops, purchasing course materials and increasing their outreach
efforts. Because of this funding, at least 120 adults as well as middle
and high school students participated in financial education and home
buyer education courses.

Treasury's CDFI Fund Opens Supplemental FY 2009 Funding Rounds of CDFI &
NACA Programs
April 21, 2009
Today, the Treasury Department's Community Development Financial
Institutions (CDFI) Fund issued Notices of Funds Availability (NOFAs) for
supplemental FY 2009 funding rounds of its CDFI Program and Native American
CDFI Assistance (NACA) Program, thereby inviting applications for Financial
Assistance (FA) awards. A total of $63 million in FA awards will be made -
$55 million under the FY 2009 supplemental funding round of the CDFI Program
and $8 million under the FY 2009 supplemental funding Round of the NACA
Program.
The supplemental funding rounds are made possible due to additional
appropriations received by the CDFI Fund through the American Recovery and
Reinvestment Act of 2009 (the Recovery Act). FA awards made through the
initial FY 2009 funding rounds of these two programs will be made using
Recovery Act resources; FA applications for those awards are currently being
reviewed. FA awards made through the supplemental FY 2009 funding rounds
will be made using funds appropriated to the CDFI Fund through the FY 2009
omnibus appropriations act.
The CDFI Fund anticipates that the NOFAs that govern the supplemental rounds
will be published in the Federal Register on or around Thursday, April 23,
2009.
CDFIs that applied for and/or received Technical Assistance only awards for
FY 2009 will be permitted to apply for FA funding under the supplemental
funding rounds. Applicants that have already submitted applications for FA
awards in FY 2009 do not need to re-submit in the supplemental round (unless
the initial round application was rejected). An applicant that receives a FA
award in the initial round may not also receive one in the supplemental
funding round.
Application Deadlines
The application deadline for the supplemental funding round of the FY 2009
CDFI Program and the FY 2009 NACA Program is 5:00 p.m. Eastern Time on
Wednesday, May 27, 2009.

Coalition's (NFEC) 5th Annual Policy Briefing in the Senate Indian Affairs
Committee hearing room at 628 Dirksen, Washington, D.C.. Enjoy coffee and a
networking opportunity at 9:30 am, with the formal briefing beginning at 10.
This event brings together practitioners, advocates and policymakers to
collaborate on ways to expand financial education and asset building
opportunities in historically underserved American Indian, Alaska Native,
and Native Hawaiian communities. Held annually to commemorate Financial
Literacy Month, this year's briefing presents a timely opportunity to
discuss policies that will help to prepare Native consumers to face today's
economic times. At the briefing NFEC will release its specific
recommendations for policymakers to expand financial education and asset
building opportunities for Native people living both on and off-reservation.

Members of the President's Advisory Council on Financial Literacy
(Council),
Congresswoman Sheila Jackson Lee, NYSE EVP Regulation, Robert A.
Marchman, and notable guests will participate in the Roundtable
moderated by Operation HOPE Founder and CEO John Hope Bryant, with an
opening keynote address by SEC Commissioner Luis Aguilar. Afterwards all
attendees will join to ring the closing bell.
The President's Council on Financial Literacy will highlight its work
and its recommendations to improve financial education for all
Americans. The non-partisan Council, established in 2008, continues to
serve President Obama through 2010. The findings from the 2008 Annual
Report to the President
, which
advocates increased access to mainstream financial services for the
millions of unbanked, as well as supporting employers as providers and
conduits of financial education to their employees, will help to ensure
that the economic crisis we are facing today will not happen again.
The focus of the roundtable will be on financial literacy in minority
communities and the role of financial illiteracy in the current
financial crisis in America. Talking points will include strategic
measures such as making financial literacy aspirationally relevant to
youth, tying financial literacy to business partnerships to boost and
help stabilize consumer confidence and employee enrichment, and fusing
financial literacy into mortgage and credit products.
"April is Financial Literacy Month, and the President's Advisory Council
on Financial Literacy remains steadfast in its belief that financial
literacy is key to keeping America competitive," said John Hope Bryant,
Operation HOPE founder, chairman, and chief executive officer who also
serves as vice chairman of the President's Advisory Council on Financial
Literacy, and chairman on the Council Committee on the Under-Served.
"With the economic crisis expanding its impact from the broad-based
levels of the poor to the middle class, the work to develop and improve
financial education for Americans has never been more relevant.
Basically, post crisis, a solid business case can now be made for
financial literacy."
The NYSE is also recognizing the President's Advisory Council on
Financial Literacy for having made tremendous progress in laying
groundwork toward improving financial literacy in the United States,
with financial guru Charles Schwab serving as chairman and John Hope

funded by a $10-million-dollar grant from the Ford Foundation and a
$1.5-million-dollar grant from the Rumsey Band of Wintun Indians.

This is the first foundation dedicated to supporting, developing and
revitalizing Native American artistic expression, says its President and CEO
Tara Lulani Arquette.
Guidelines for the foundation, which will fund art programs for American

OMB Issues Additional Guidance on Some Recovery Act Requirements
The Office of Management and Budget (OMB) published in the Federal Register
federal government-wide interim final guidance and standard award terms for
agencies to include in financial assistance awards as part of their
implementation of particular sections of the American Recovery and
Reinvestment Act of 2009. The deadline for comments is June 22, 2009. CLICK

OMB Guidance Concerning Registered Lobbyist Communications with Federal
Employees about Recovery Act Projects
President Obama issued a memorandum entitled, "Ensuring Responsible Spending
of Recovery Act Funds." One part of this Executive Memorandum applies to
communications by registered lobbyist with federal agency officials about

Department of Energy Issues Energy Efficiency and Conservation Block Grant
Funding Allocations
The Office of Energy Efficiency and Renewable Energy in the Department of
Energy (DOE) published in the Federal Register the allocation formulas for
Recovery Act funds to local governments, states and Indian tribes under the
Energy Efficiency and Conservation Block Grant (EECBG) Program. The EECBG
Program provides grants to states, units of local government, Indian tribes,
and consortia of these entities to reduce energy use and fossil fuel
emissions, and for energy efficiency programs and projects. CLICK HERE

Treasury's CDFI Fund Announces Supplemental FY 2009 Funding Rounds of CDFI &
NACA Programs
The Treasury Department's Community Development Financial Institutions
(CDFI) Fund issued Notices of Funds Availability (NOFAs) for supplemental FY
2009 funding rounds of its CDFI Program and Native American CDFI Assistance
(NACA) Program, inviting applications for financial assistance awards. The
American Recovery and Reinvestment Act of 2009 made an additional $55
million available in FY 2009 for the CDFI Program and $8 million for the

Interior Announces $500 Million in Indian Country Economic Recovery Projects
Secretary of the Interior Ken Salazar recently announced that the Department
will fund $500 million in new school and housing construction, road and
bridge improvements and workforce development projects for federally
recognized tribes across the nation.
Under the American Recovery and Reinvestment Act of 2009, the Department's
Indian Affairs office will also offer federally guaranteed loans for
American Indian-owned businesses. These investments will significantly
improve the quality of life in tribal communities nationwide. Overall,
Interior will invest more than $3 billion through President Obama's economic
recovery plan.

NCAI will host a webinar on the United States Department of Agriculture
(USDA) provisions for which tribes are eligible. The USDA was appropriated
$28 billion (3.5 percent) of the package.
The Act:
. Provides $19.7 billion to increase the monthly amount of nutrition
assistance to 31.8 million people including the Food Distribution Program
for Indian Reservations and a special supplemental program for Women,
Infants and Children;
. Enables expanded opportunities for broadband loans and grants to rural
communities;
. Expands funding opportunities to develop water and waste facilities;
. Provides funding opportunities to develop rural community facilities; and
. Includes technology and environmental provisions among others.
Tribes with interests in the above areas are encouraged to participate in
this informative teleconference with representatives of the USDA.
Did You Know...?
Did you know that the Recovery Act contains a provision that requires that
in order for a state, local or tribal governments to receive funding for
infrastructure investment, the governor, mayor or other chief executive, as
appropriate - the one who will make the funding decision - must personally
certify that the infrastructure investment has been fully vetted and is an
appropriate use of taxpayer dollars?
This certification, which shall include a description of the investment, the
estimated total cost, and the amount of Recovery Act funds to be used, is to
be posted on the new website, www.Recovery.gov
, created under the Act to provide information to the general
public. Recovery Act funds for infrastructure investment will only be made
available if this certification is made and posted.

To Meet Dire Needs in Native Communities and Honor Financial Literacy
Month,
Policy Makers Should Expand Native Financial Education, Asset Building
April 29, 2009, Washington, DC // Seeking to "raise the noise level
about the financial education needs in Native communities," a coalition
of Native and asset building leaders brought their recommendations to
help improve financial literacy and decrease predatory lending and other
financial threats to Native people during the Native Financial Education
Coalition's (NFEC) 5th Annual Policy Briefing.
This event, held in the Senate Indian Affairs Committee hearing room,
brought together practitioners, advocates and policymakers to
collaborate on ways to expand financial education and asset building
opportunities in historically underserved American Indian, Alaska
Native, and Native Hawaiian communities. Held annually to commemorate
Financial Literacy Month, this year's briefing hosted these diverse
participants to discuss policies that will help to prepare Native
consumers to face today's economic times.
"There is a dire need to expand financial education and asset building
opportunities for Native people living both on and off-reservation,"
said NFEC Chair Elsie Meeks, who is also the CEO of Oweesta Corporation,
the coordinator for NFEC. The Annie E. Casey Foundation sponsored the
event.
Meeks and Oweesta's Director of Entrepreneurship and Enterprise
Development, Tracey Fischer, presented the following NFEC Policy
Recommendations to gathered attendees:
1. Expand Financial Education Opportunities
2. Combat Predatory Lending
3. Improve Institutional Infrastructure
4. Maximize the 'Take Home' Amount of Tax Benefits
5. Expand Savings Opportunities

New Study Released, CEO Receives Warm Goodbye
The briefing also included presentation of a new study, "Borrowed Time:
Use of Refund Anticipation Loans among EITC Filers in Native
Communities" by Leslie Parish, Center for Responsible Lending. This
study notes that the growing use of RALs is striping assets from Native
communities. A one-to-two week loan can cost a Native person 50 to 500
percent APR, depending on the total fee and loan term.
Leaders of national organizations around the country also took the time
to honor Meeks, who is stepping down as Chair of NFEC and CEO of Oweesta
to accept the nomination for the USDA Rural Development Director for
South Dakota. Her colleagues cited her dedication and enthusiasm for
Native financial literacy as the flame that kept the movement alive and
recognized that work she began will continue to grow and flourish thanks
to her efforts.
