Hoopa TCCC is a tribal residential national service program located in Hoopa for young American Indian men and women. It is now accepting applications for the 2007-08 class. The application deadline is Wednesday. TCCC offers a variety of experiences. During their service at TCCC, Corps members will become active participants and members of the Hoopa Valley community. For taxpayers, it provides an effective after-tax matching rate for the lowest income households of 100 percent of the tax year's retirement savings. The match rate jumps to 200 percent when an employer match is taken into account. Made permanent as part of the Pension Protection Act of 2006, the Credit will provide approximately $10 billion dollars in tax benefits to about 5.5 million lower-income people over the next 10 years. Woodstock Institute, a Chicago-based financial think-tank, tracks key savings and debt figures and recently warned consumers and policymakers about the seriously inadequate level of retirement savings for those U.S. households approaching retirement age. As employer-provided pension plans faced reduced pay outs and even insolvency, policymakers and working families need to take a serious look at the state of personal savings. Unfortunately, for most Americans, the results show personal savings in a state of steady decline. Woodstock Institute found that personal savings as a percent of disposable personal income fell from 12 percent in the early 1980s to 0 percent in 2007. In 1975, total household debt amounted to 44 percent of gross domestic product (GDP) but by 2006 was 96 percent of GDP. The Saver's Credit is one strategy to encourage personal savings," said Woodstock president, Malcolm Bush. "By providing tax incentives to all workers, even very low-income workers, we can increase personal savings rates and ensure retirement security," he continued. While the Saver's Credit is a step in the right direction, it could be improved, said Bush. The credit would be much more useful to lower-income people if it were refundable. Currently, only one-sixth of the 61 million income eligible taxpayers can benefit from the credit because the remainder does not have sufficient federal tax liability. Message-ID: Dear Native Community Development Practitioners: Yesterday, the CDFI Fund announced that it had opened the FY 2008 funding round, http://www.cdfifund.gov/news_events/2008CDFIProgramOpens.pdf . While this is not for the Native specific NACA Program, Oweesta feels it is important to highlight a number of points associated with this announcement that could potentially impact the funding opportunity for Native applicants this year. Currently, Congress has not completed its appropriations for FY 2008; therefore, funding is not in place to support the NACA round at this time. (See text from OFN following this message for a complete summary). While we do anticipate the appropriation for the NACA Program will go through this year, we are concerned that the funding will not be in place prior to the general funding deadline of October 31, 2007. The NOFA associated with this funding announcement contains the following pertinent language: Availability of Funds for the FY 2008 Funding Round of the CDFI Program: Funds for the FY 2008 funding round of the CDFI Program (the FY 2008 Funding Round) have not yet been appropriated. If funds are not appropriated for the FY 2008 Funding Round, there will not be a FY 2008 Funding Round. Further, it is possible that if funds are appropriated for the FY 2008 Funding Round, the amount of such funds may be greater than or less than the amounts set forth above. Complete summary provided by OFN: CDFI Fund Announces Opening of FY 2008 Funding Round Today, Community Development Financial Institutions (CDFI) Fund announced the opening of its Fiscal Year 2008 funding round for its CDFI program. In the Notice of Funds Availability (NOFA), the CDFI Fund says that they may award approximately $26 million in appropriated funds: $2 million for SECA applicants; $22 million for Core Applications (FA and TA); $2 million for TA only. NOTE: Since Congress has not completed its appropriations legislation for FY 2008, the CDFI Fund used FY 2007 funding numbers as a placeholder for now. In June, the House approved $100 million for the CDFI Fund. The Senate Appropriations Committee approved $90 million for the CDFI Fund for FY 2008. When the full Senate approves the bill (September at the earliest), the measure will undergo conference negotiations between House and Senate Appropriators to reconcile differences, followed by votes on the final compromise bill in both Houses. Finally, the President must decide to sign or veto the bill. It is just as likely that FY 2008 funding for the CDFI Fund will be included in a continuing resolution or omnibus appropriations bill approved after the October 1, 2007 beginning of the fiscal year. OFN will work to get conference Members from the Senate to accede to the higher number provided by the House, but historically conferees tend to split the difference in the two bills, which will hopefully provide us with $95 million in FY 2008 when it's all said and done. If everything goes as expected, we anticipate that there will be at least double the amount of funding (or $52 million) available rather than the $26 million announced in the NOFA. Because of this, Opportunity Finance Network encourages all its Members to apply for funding in this round. We have not had this much funding available for CDFI program grants since FY 2002! Organizations may apply for technical assistance, financial assistance or both. The deadline for submitting an application is 5:00 p.m. (Eastern Time) on October 31, 2007. If the applicant organization is not yet certified as a CDFI, the organization must first submit a certification application by 5:00 p.m. (Eastern Time) on October 17, 2007. Potential applicants may participate in a live, interactive webcast of an Application Workshop on Thursday, August 30, 2007 at 1:00 p.m. (Eastern Time).
